Agent Builder End-to-End Smoke Test

Summary

Performs end-to-end smoke testing of the Agent Builder feature set by scaffolding a hermetic project linked to the current worktree. It validates workspace reconciliation, RBAC, registry flows, and infrastructure diagnostics using both API and UI-based testing.
